Potshot is the shady dealer of a secret, unsanctioned Russian Roulette "Physical Challenge" in TV World. Stashed away in the under-couch backstage in a hidden room, he offers two versions of Russian Roulette - a low risk/low reward "non-lethal" version with blanks, or a high risk/high reward "lethal" version, which fires real (UTDR-style) bullets, causing damage.
It's hat and guns are those of Shadowguys, who he hangs around with the most. The local Pippins don't often want to associate with him, considering him dangerous. He's got a shady and mysterious vibe, but is a ravenous thrill-seeker rather than malicious, even trying to stop players from injuring themselves too much from his games if it becomes worrying.
They're very set of the fairness of their game, and don't take kindly to cheaters at all, getting into battle with him and banning the player from his game.
Functionally, he'd work as a side boss like Miss Mizzle, having to go out of your way to battle him, but not a real secret boss. If beaten in battle, he gives a unique weapon of the "ShadowPystal", the very gun used for the game, implied to be a revolver version of a Shadowguy gun. However, he's lost as a recruit.
